Reminder: FISP Cycle 10A Filing Window Is Now Open
July 10, 2025
FISP Cycle 10A is officially underway and now is the time to ensure your building remains in full compliance with Local Law 11/98.
If your building is:
- Over six stories
- Has a Temporary or Certificate of Occupancy issued more than five years ago
- Located on a block number ending in 4, 5, 6, or 9
then you are required to file a Cycle 10A Façade Inspection Safety Program (FISP) report by February 21, 2027.
Refer to the chart below for filing windows and deadlines:

Why Start Now?
Though the deadline may seem far off, starting early is key. Delaying your inspection and filing can lead to:
- Last-minute contractor scheduling issues
- Inspection bottlenecks
- Potential DOB filing delays
- Costly penalties
At HLZAE, we strongly encourage beginning the FISP process as early as possible to avoid these challenges and ensure a smooth, compliant filing.
What’s Required?
A Qualified Exterior Wall Inspector (QEWI) must conduct a comprehensive façade inspection and file a report with one of the following classifications:
- Safe – No action needed until the next cycle
- Safe With a Repair and Maintenance Program (SWARMP) – Requires monitored maintenance
- Unsafe – Immediate repairs and protections are required
If your building did not file a Cycle 9 initial report, you may file under Cycle 10 at any time.
For buildings in Sub-Cycle B or C that wish to file early, your QEWI may submit an override request. Once approved, you can proceed with the Cycle 10 filing.
Please note: once the report is accepted, civil penalties must be paid within 10 days to avoid additional fees.
