Periodic Inspections of Parking Structures (PIPS)

What you need to know…
Local Law 126 requires the inspection of all of NYC’s garages by 2027, with follow up assessments every six years. The DOB recently stated that all garages in sub cycles 1B & 1C must complete a one-time initial observation by August 1, 2024.
The Latest:
All Parking Structures within B & C Inspection Windows must undergo a one-time initial observation by a Qualified Parking Structure Inspector (QPSI), and a form must be filed with the DOB by August 1, 2024.
Compliance on time is critical, as this requirement is waived only if a full report has been filed before this date. Immediate attention to this mandate is necessary to avoid penalties.
This is not required if a full report has been filed before this time. Please note, this is in addition to the existing inspection requirements your parking structure falls under.
The inspection windows for parking structures are the following:
- CURRENT WINDOW: Manhattan Community Districts 8, 9, 10, 11, 12 & Brooklyn Community Districts: January 1, 2024 – December 31, 2025
- Bronx, Queens, and Staten Island Community Districts: January 1, 2026 – December 31, 2027
- Manhattan Community Districts 1, 2, 3, 4, 5, 6, 7: January 1, 2022 – December 31, 2023 – CLOSED, but still accepting reports.
Please note: If you aren’t nearing completion of the full PIPS inspection program and report, it’s probably too late for you to finish before the August 1st deadline.
