2025 Deadlines – Everything you need to know!

As we kick off 2025, staying compliant with the New York City Department of Buildings (DOB) regulations is more important than ever. FISP Inspections: Get Ahead of Cycle 10
The Facade Inspection & Safety Program (FISP) is crucial for maintaining the safety of your building’s exterior. Cycle 10, Window A will open on February 21, 2025, for buildings with block numbers ending in 4, 5, 6, and 9. If your building falls within these categories, your FISP report must be filed by February 21, 2027 to avoid penalties.
Important Reminder: If you haven’t filed your 9th Cycle report yet, you can file the 10th Cycle report anytime starting February 21, 2025. If your building is a cavity wall, probes performed during the 9th cycle will also need to be done for the 10th cycle.
We recommend scheduling your inspection early to ensure ample time for repairs or adjustments, as last-minute rushes could lead to unnecessary stress and delays.

Parking Inspections: Stay Compliant with Sub-cycle Deadlines
For buildings with parking garages in Manhattan and Brooklyn, the Parking Garage Inspection Program is in full swing with Sub-cycle 1B, which is open from January 2024 through December 31, 2025. Parking garages in these areas must undergo inspections during this time to comply with NYC Department of Buildings regulations.
Failing to meet the inspection deadline can result in penalties, so it’s important to schedule your inspection early to avoid last-minute rushes and ensure your parking garage meets safety standards.

Local Law 87: Energy Efficiency and Retro-commissioning Report
Buildings over 50,000 square feet or two or more buildings exceeding 100,000 square feet on the same tax lot must submit an Energy Efficiency Report (EER) and Retro-commissioning Report (RCx) every 10 years under Local Law 87. The deadline for this year’s submission is December 31, 2025, and it applies to buildings on tax block 5.
Failure to meet this deadline can result in fines—$3,000 for the first year and $5,000 for every subsequent year of non-compliance.
Key Update: Starting January 6, 2025, all civil penalty payments and challenge requests related to LL87 violations must be submitted through DOB NOW: Safety. Make sure to check this link for more details.

Local Law 97: Emission Reduction Deadlines
Local Law 97 aims to reduce building emissions, and it’s crucial for building owners to be aware of upcoming deadlines. HLZAE is here to support you in every step of the compliance process, from confirming building square footage to identifying necessary upgrades.
Important Reminder: To request an extension for submitting LL97 Compliance Reports, building owners must hire a Registered Design Professional (RDP) or Retro-Commissioning Agent (RCx agent) by February 1, 2025.
LL97 Compliance Reports are due by May 1, 2025, with a 60-day grace period. After June 30, late filings will incur penalties of $0.50 per square foot per month, which can quickly add up—up to $12,500 in monthly fines for a 25,000 square foot building. By the end of the grace period, this could total a staggering $25,000 in penalties.
You can extend the deadline to August 29, 2025, by providing the following:
- A signed contract with the RDP or RCx agent, executed by February 1, 2025.
- An affidavit stating that the professional was unable to complete the report on time, and it will be filed within 120 days of the May 1 deadline.
